NORTH IDAHO PIKE ASSOCIATION
BY LAWS

THE PURPOSE
OF THIS GROUP IS TO BRING TOGETHER PEOPLE THAT HAVE A PASSION FOR PIKE FISHING,
THE SURVIVAL OF PIKE FISHING AND TO BECOME FRIENDS ON AN INFORMAL COMPETITIVE
LEVEL.
BY LAWS ARE AS FOLLOWS:
1) THIS WILL BE A NON-PROFIT ORGANIZATION
A)
ALL MONIES EITHER THROUGH SPONSORSHIP, MEMBERSHIP AND OR FEES WILL BE GIVEN
BACK TO MEMBERS AND OR ENTRANTS IN EITHER PRIZES OR CASH, ALSO NOT TO OMIT
GROUP FUNCTIONS.
B) THIS CLUB WILL ALSO BE AN AMBASSADOR TO
THE SPORT OF PIKE FISHING THROUGH EDUCATION AND COMMUNITY SUPPORT ON A
VOLUNTEER BASIS.
2) HONESTY
DURING TOURNAMENTS WILL BE MANDATORY.
A) A VIOLATION OF THIS WILL FOREVER
BANISH COMMITTER OF ANY GROUP FUNCTION INCLUDING EVENTS. OVERSEEING COMMITTEE
WILL DETERMINE ALL, IF ANY, VIOLATIONS.
3)
OVERSEEING COMMITTEE- “THE BOARD”
A)
WILL CONSIST OF SEVEN BOARD MEMBERS. THE BOARD WILL HAVE FULL AUTHORITY. A
BOARD MEMBER WILL BE VOTED TO SERVE A 2 YEAR TERM UNLESS HE/SHE RESIGNS OR IS
NO LONGER A MEMBER. TO BE ELIGIBLE TO BECOME A BOARD MEMBER YOU MUST HAVE
PARTICIPATED IN 6 EVENTS THE PREVIOUS YEAR.
B) OF THE SEVEN BOARD MEMBERS A CHAIRMAN,
TREASURER, SECRETARY, AND WEIGH MASTER WILL BE VOTED IN.
C) CHAIRMAN’S RESPONSIBILITIES WILL BE THE
PRIMARY VOICE BETWEEN MEMBERS AND THE BOARD. HE/SHE WILL BE THE VOICE OF THE
CLUB AND PROVIDE GROUP REPRESENTATION.
THE CHAIRMAN’S VOTE WILL BE THE LAST READ. HE/SHE WILL BE RESPONSIBLE
FOR AN AGENDA.HE/SHE WILL BE RESPONSIBLE TO DELEGATE ASSOCIATION TASKS TO THE
BOARD. 2 YEAR TERM. ODD YEARS
D) TREASURER’S RESPONSIBILITIES WILL BE TO
MANAGE MONIES AND PROVIDE FINANCIAL STATEMENT AT CLUB MEETINGS. 2 YEAR TERM.
ODD YEARS
E) WEIGH MASTER’S RESPONSIBILITIES WILL BE
TO WEIGH AND MEASURE FISH AT THE WEIGH IN. HIS WORD IS FINAL. HE/SHE WILL ACT AS CHAIRMAN IF NEEDED. 2 YEAR
TERM. EVEN YEARS
F) SECRETARY’S RESPONSIBILITY WILL BE TO
RECORD WEIGH IN. HE/SHE WILL BE RESPONSIBLE FOR RECORD KEEPING. 2 YEAR TERM.

G) A
MAJORITY BOARD VOTE IS REQUIRED TO AMEND THESE BY-LAWS OR MAKE A CLUB DECISION.
THIS CAN BE DONE IN PERSON, BY LETTER OR WITNESSED PHONE CONTACT.
H) THE BOARD WILL ALSO PICK AN ALTERNATE
8TH MEMBER THAT WILL BE CHOSEN BY THE BOARD BEFORE THE FIRST EVENT OF THE YEAR.
HE/SHE WILL ONLY BE CALLED TO SERVE IF ANOTHER BOARD MEMBER RESIGNS DURING THE
SEASON. THEIR POSITION WILL EXPIRE AFTER THE SEASON FINALE OR WHEN A NEW BOARD
MEMBER IS ELECTED.
4) MEMBERS (LIMITED TO 30 TEAMS)
A) PAID MEMBERS WILL BE INCLUDED IN ALL
EVENTS AND WILL BE ENCOURAGED TO INFLUENCE THE CHAIRMAN ON DECISIONS CONCERNING
OPERATIONS AND ALL COMPLAINTS.
B) MEMBERSHIP IS DEFINED AS A PAID TEAM-
CONSISTING OF A CAPTAIN AND PARTNER.
C) NO TEAMS WILL BE ALLOWED TO JOIN THE
ASSOCIATION BEFORE THE 4TH POINTS EVENT OF THE YEAR. (7/20/2024).
MONTANA RESIDENTS THAT DID NOT JOIN ON OR BEFORE 7/20/24 MAY JOIN ON OR AFTER
7/21/24 TO FISH IN THE REMAINING MONTANA EVENTS.
5) NON-MEMBERS
A)
WILL NOT BE ALLOWED TO FISH CLUB EVENTS, UNLESS IT IS AN OPEN EVENT.
6) SPONSORSHIP (WILL BE REFERED TO AS
CONTRIBUTOR)
A) IT
WILL BE THE BOARD’S RESPONSIBILITY TO GAIN ALL SPONSORSHIP FOR THE
ORGANIZATION.
B) THERE WILL BE A $500.00 CAP ON
DONATIONS. NO CAP ON MERCHANDISE OR DISCOUNTS.
C) THE BOARD WILL ACKNOWLEDGE ALL SPONSORS
EQUALLY.
7-1) MEMBER
EVENTS
A)
THE GOAL IS TO HAVE MEMBER EVENTS CONSISTING OF TOURNAMENTS, GROUP COMMUNITY
SERVICE, AND END OF YEAR BANQUET
7-2) POINT TOURNAMENTS
B) WILL HAVE CASH PRIZES AND PATCH.
C)
WILL HAVE POINTS BASED ON PLACING.
D) WILL BE ARTIFICIAL LURE ONLY.
E) WHILE CASTING EACH ANGLER (TEAM AND
YOUTH ANGLER) MAY USE A ROD, HOWEVER, EACH REGISTERED BOAT IS ALLOWED 2 RODS
MAXIMUM WHILE TROLLING REGARDLESS OF NUMBER OF ANGLERS. THIS INCLUDES 3 PERSON
EVENTS.
F) ETHICAL, FRIENDLY AND SPORTSMANSHIP LIKE
CONDUCT ARE REQUIRED IN EVERY EVENT. A VIOLATION OF THIS WILL BE DETERMINED BY
THE BOARD.
G) LIVE WELLS ARE REQUIRED IN ALL BOATS.
H) RUBBER NETS OR NIPA APPROVED LANDING
DEVISES MUST BE USED.
I) ALL POINT EVENTS WILL BE 2 PERSON TEAM FORMAT;
HOWEVER, A TEAM MAY HAVE A 3RD ANGLER IN THE BOAT IF 1 OF THE
ANGLERS IS 13YRS OR YOUNGER. NIPA MAY SCHEDULE A 3 PERSON (14YRS AND OLDER)
TEAM EVENT DURING THE YEAR.
J) IT REQUIRES A BOARD VOTE TO CANCEL AN
EVENT. A CANCELLED EVENT SHALL NOT BE RESCHEDULED, INSTEAD DAY 1 RESULTS OF A 2
DAY EVENT MAY BE USED AT THE BOARDS DISCRETION.
K) EVENTS WILL BE 4 FISH, ALL OVER 18”AND
ONLY 2 OVER 30”. CLOSED MOUTH AND
PINCHED TAIL.

will be used in ALL Idaho Events-
THE STROBEL MEASUREMENT SYSTEM IS LENGTH
BASED-A PRE DETERMINED LENGTH TO WIEGHT RATIO IS USED- A PICTURE OF THE FISH
WILL BE TAKEN WHILE THE FISH WITH CLOSED MOUTH AND PINCHED TAIL ON A NIPA
APPROVED MEASURING BOARD. THE FISH MUST BREAK 18” BUT WILL CREDITED TO THE NEXT
1/2”. A FISH MEASURING 29.5” WILL COUNT AS AN UNDER 30’’ FISH.FISH TOUCHING THE
30’’ LINE IS AN OVER 30”FISH. FISH WILL BE RECORDED ON A NIPA CARD AND YOU WILL
PROVIDE YOUR PICTURES AND CARD AT WEIGH IN. YOUR CREEL AND BF WILL BE CHOSEN BEFORE
HANDING IN YOUR CARD.
L) LATE ARRIVAL BEGINS AT CHECK IN TIME-
THERE WILL BE A 1 TIME 1HR GRACE PERIOD WITH NO PENALTY, 2ND OFENSE WILL RESULT
IN PENALTY OF 1LB OR 5% OF TOTAL WEIGHT (Greater of the 2), 3RD OFFENSE WILL
RESULT IN DISQUALIFICATION.
M) A TEAM MAY HAVE A NON-ANGLER IN THE BOAT
BUT MUST NOTIFY THE BOARD AT CHECK IN.
N) MUST BE ON TIME FOR WIEGH IN. BOARD HAS
THE FINAL SAY ON EXTINUATING CIRCUMSTANCES.
8) PRIZES
A) EVENTS WILL BE PAID OUT 100%. 15 OR MORE
BOATS WILL BE A 55-35-10 PAYOUT.LESS THAN 15 WILL BE PAID $50 3RD
PLACE WITH A 60-40 PAYOUT TO 1ST AND 2ND PLACE. IF THERE
ARE NOT 3 PLACES CLAIMED, THE PRIZE MONEY FOR THOSE PLACES WILL GO TO NIPA.
B) ACKNOWLEDGEMENTS WILL BE BASED ON
AVAILABILITY.
C) END OF YEAR TEAM CHAMPIONS WILL BE
AWARDED ON A COMMITTEE DECISION.

9) BIG FISH
EACH DAY = 1PT.
10) FISH
BONUS EACH DAY= .25PTS 1 FISH–.5PTS 2 FISH–.75PTS 3 FISH— 1.5PTS FULL CREEL
11) TWO DAY
EVENTS YOU WILL RECEIVE POINTS ON FINAL STANDINGS ONLY.
NOTE: THE HIGHEST NUMBER OF POINTS A TEAM
CAN RECEIVE FOR NOT CATCHING A FISH IS 7PTS. (4TH Place)
SCENARIO: 1 FISH CAUGHT: THAT TEAM WOULD
RECEIVE 9PTS FOR 1ST PLACE AND 1PT FOR BIG FISH. ALL OTHER TEAMS WOULD RECEIVE
7PTS FOR THE EVENT.
B) IN THE CASE OF A TIE THE BIGGER FISH BY
WEIGHT, THEN LENGTH WILL BE THE TIE BREAKER. IF THERE IS STILL A TIE THAN THE
PRIZE AND/OR POINTS WILL BE DIVIDED.
9-2) BONUS POINTS
A)
OVERALL BIG FISH (EVENT) = 3PTS.
B) MOST FULL CREELS = 3PTS. IN CASE OF TIE
THE HEAVIEST CREEL WILL BE TIE BREAKER
C) UP TO 5PTS MAY BE
EARNED THROUGH PREDETERMINED COMMUNTY SERVICE PROJECTS-
9-3) FINAL STANDINGS
A) THE TOTAL OF EACH TEAMS POINTS, WITH
BONUS POINTS INCLUDED WILL DETERMINE THE CHAMPIONS.
10) FEES
A) TEAM DUES (MEMBERSHIP) WILL BE $120.00 PER
BOAT AT THE START OF THE YEAR. THE TEAM WILL NOT SCORE ANY POINTS UNTIL THE
$120.00 IS PAID. ANYONE FISHING IN A REGISTERED PAID BOAT IS CONSIDERED A CLUB
MEMBER, THUS ELIGIBLE FOR PATCHES. FOR 2023 IF DUES ARE PAID ON OR BEFORE
3/18/2023 (Ice Breaker) A $20.00 DISCOUNT WILL BE GIVEN.
B) TOURNEY FEES WILL BE $50.00 PER TEAM PER
EVENT. EXCEPT ON 2 DAY TOURNEYS, WHERE THEY WILL BE $60.00. $40.00 IS TOURNEY
FEE AND $10.00 BIG FISH PER DAY.
11) TEAM (MEMBERSHIP)
A) THE TEAM WILL CONSIST OF A
CAPTAIN AND PARTNER DETERMINED AT THE BEGINNING OF THE YEAR. IN THE EVENT THAT
A TEAM SPLITS UP ALL OF THE ACCUMULATED POINTS WILL STAY WITH THE TEAM CAPTAIN.
A TEAM MAY USE A FILL IN FOR EITHER PERSON BUT NOT BOTH.
12) CLUB WEBSITE AND REPRESENTING WEB PAGES
FACEBOOK/TWITTER ETC. ETC.
A) NO SINGLE PERSON SHALL HAVE CONTROL
OF THE WEBSITE. AT LEAST 3 BOARD MEMBERS SHALL HAVE ACCESS TO THE SITE. UNDER
NO CIRCUMSTANCES WILL THERE BE PERSONALIZATION OF THE SITE. THE SITE IS TO
REPRESENT ALL MEMBERS EQUALLY AND BE USED FOR COMMUNICATION WITH MEMBERS AND
OTHERS. NORTHIDAHOPIKE.COM IS OWNED BY THE CLUB FOR THE CLUB
